Foreword: Because of our nature as an Insurgency, we are often at a disadvantage in numbers against our hated foes. However, we of Delta Command know that numbers are not everything. Skill, strategy, and patience are weapons we bring to bear against an enemy that believes itself superior. But even we must sometimes rely on brute force when confronted with more of the same. The Global Occult Coalition has become dull in its thinking, believing they can conquer all with overwhelming power.
With the execution of Operation Jason, we will have new tools with which to counter even the supposedly indomitable might of the GOC. We have sown the serpent’s teeth and with the soldiers that spring forth, we will hold back the tide until such is the time to end their reign of terror. These soldiers will not fight alone, but with the full might of Hecate supplementing their might.
Hereafter we of Delta Command document the Steps of the Plan as transcribed by the Engineer of the Chaos Insurgency.
1. STEP 03/231
Dispatch fifteen Alpha-class personnel under the command of one Beta-class personnel. On October 7th, at 10:00 AM, these personnel are to recruit twenty new Alpha-class personnel from the civilian population in Baydhabo, Somalia and neighboring cities under the guise of Somali Military recruiters. These new recruits should be between the ages of seven and ten years old. A Gamma-class personnel is to be placed in charge of this operation. S/he may use any means necessary to obtain these Alpha-class personnel.
2. STEP 03/403
Dispatch three Beta-class personnel to Training Facility 32 in Base R. There are fifteen Alpha-class personnel and twenty children inside. Have the Beta-class personnel force the children undergo military training. Disobedient children are to be disciplined but I want all of them alive. None of them are to be killed. Infighting among the children is to be discouraged at this venture. When not training them, they are to be detained at Detention Center 02 in Base R.
3. STEP 04/035
Three children were killed against direct orders. Tie the offending party to a post and have the remaining children shoot them for this error.
4. STEP 05/341
Dispatch a team of Gamma-class personnel to Medical Bay 54 in Base R. The Gammas are to surgically implant the supplied objects into the children. Deaths are to be expected. The Gammas have discretion as to how they approach the surgery. At least two of the children must survive. A report is to be submitted to Delta Command. Omit the failed surgeries.

Summary Report: Of the Subjects that underwent surgery, only Subjects 4, 7, and 12 survived. The non-standardized augmentations were rejected by the remaining subjects.
All surviving subjects were implanted with the supplied synthetic organs. In addition, communication systems were internally integrated to their skulls. Lastly, each surviving subject had a non-standardized augmentation implanted as ordered.
Subject 4: female, aged 12. Subject 4 was implanted with adrenal boosters in strategic muscle groups, additionally Subject 4’s spinal cord was broadened and more nervous cells were added.
Subject 7: female, aged 13. Subject 7 received augmentations to the vocal cords and inner ears.
Subject 12: male, aged 8. Subject 12 received a secondary heart and extensive injections of substance AGR-OP-401/D into Subject 12’s skeleton. Additionally, the pylons designated PIN-BT-801/B were inserted in the requested portions of Subject 12’s brain.
Presently we are unsure if the remaining subjects rejected their implants due to genetic variables or due to the design of the implants themselves.
5. STEP 05/502
Assign three Beta-class medical personnel to put the subjects who were once children on an IV drip of substance AGR-OP-459/M in Medical Bay 54 in Base R.
6. STEP 05/603
One Delta-class personnel is to produce the digital file MEU-GH-593/J from DeCIRO archives. One Gamma-class personnel is to receive this file and constantly expose the subjects in Medical Bay 54 to MEU-GH-593/J. The Beta-class personnel attending to the subjects are to wear noise cancelling ear protection.
7. STEP 05/956
On December 8th, the subjects are recovered. All but one Beta-class personnel are to evacuate from Base R over the next three days, being replaced with an equal amount of Alpha-class personnel. The remaining Beta-class is to oversee the training of the subjects. Subjects are to be moved to Detention Center 02 in Base R. They will be treated roughly and tested for thaumaturgical ability. If none is found, treat them harsher.
8. Step 06/005
Dispatch fourteen Alpha-class personnel led by a Beta-class personnel. Give the Beta-class the Red Sight. On January 3rd, the subjects residing in Detention Center 02 will be dissatisfied with their current accommodations. They will plan an escape. The Alphas and the Beta with the Red Sight are to surround Base R. The Beta-class in Base R is to alert those outside the base when the subjects begin their escape. The Alphas and the Beta with the Red Sight will assault the base and kill every Alpha-class inside, extracting the subjects.

Hello Agent. You have been selected for this mission due to your deep loyalty to the cause. As you know, your team is to reclaim Base R from an unknown militant group, or more specifically, Chaos Insurgency assets contained within. The assets are three augmented individuals who have been put through significant trauma. They have been kept ignorant of their cause, and to their knowledge, we do not exist. You are to kill everyone in that base and rescue the assets. You are to do everything in your power to ensure they have a positive perception of you.
You are to make sure you are seen as a group of heroes coming to save them from an evil organization. Make sure you impress upon your team the importance of how they carry themselves. If you are unable to make a positive first impression, you are cleared to sedate them and amneticise them.
The assets are not to be harmed in any way. Destroy this document when you are confident you know what your task is.
9. STEP 06/079
The assets who were once subjects arrive in Base F. The assets are to be taught of the Chaos Insurgency and our cause. Under no circumstances are the assets to know our hand in their creation. The assets will be given comfortable accomodations with one another and two Beta-class personnel to act as minders/”friends.”
10. STEP 06/300
The assets are to be put on a monthly rotating schedule. In the first block the assets are to be taught Alternate History UK-NHI-04, as well as reading, writing, and English. In the second block, they are to continue military training and experiments on the extent of their anomalous augmentations. All training during the second block is only to be done while assets are exposed to digital file MEU-GH-593/J. Three copies are supplied, uploaded into Specialist Equipment MEU-YK-593/H. Assets are to wear Specialist Equipment MEU-YK-593/H only when training.
11. STEP 09/596
Dispatch assets to Base Y in the Gulf of Sidra, on July 25th, the GOC will stage an assault on the base. Assets are to use tools from Operation Medea to deploy ahead of GOC forces and delay strike teams until relevant material and personnel are burned. Assets are to be equipped with for the operation. Assets are to extract with Gamma-class Amir Hafeez via Operation Medea equipment, rigged to detonate after use. Post-Operation Summary Report is to be submitted to the Engineer.

The Operation Jason soldiers materialized without issue, only three Alpha-class personnel were required as sacrifices, well below projected casualties. GOC operatives were already in the building and had secured only research documents of minor importance. Insurgency operatives had suffered heavy casualties and had yet to burn the moderately important documents. The GOC had not yet deployed white suits, but were confident they had them in reserve.
Operation Jason soldiers deployed on the front lines and drove the GOC back temporarily, they had not expected shock troops. GOC forces regrouped and began using anti-magic rounds. The Medea tech was unable to stop their attacks, but the subject's armor held when the wards failed. Alpha-class personnel set demolition charges in the archives and fires were set in the labs of moderate importance. Operation Jason soldiers retreated when white suits were deployed. Alpha-class were ordered to detonate charges before we left. Intelligence gathered by enemy operatives is predicted to be well within acceptable levels. Recommend improvement on Medea wards or countermeasures for counter-thaumaturgical tools.

Assets are to be tasked with splitting from their cell and establishing Base X within Spatial Anomaly 42. The cell operating within Base X is to be designated Red Spartoi and will be fully equipped with Operation Medea technology.

Hello Agent, due to your performance in previous operations, you are hereby ordered to mobilize for an extended operation. You and the other members of Operation Jason are to report to Spatial Anomaly 42 and assist with the creation of Base X. No one is to know of this operation except for related personnel.
Hereafter, your team’s designation will be Red Spartoi. You are able to requisition any equipment and personnel you deem necessary when assigned missions as Red Spartoi. All missions you receive will come directly from Delta Command. We will never send a proxy. Any person claiming to be a proxy is to be detained.
When you feel that you have memorized the material detailed in this document, you are to destroy it. This paper does not exist.

Red Spartoi is considered to be Gamma-class and will be used as Delta Command desires. Key bases are to be equipped with Operation Medea technology.

Any new Assets spawned from Step 10/264 are to be sent to Red Spartoi as new members.
