Containment procedures :

SCP-4361 is to be kept in a 5m x 5m x 3m containment cell. The walls in the cell must be made of a custom made metallic alloy containing Titanium, Copper and Nickel.The inside walls must be able to withstand -100 degrees Celsius. These first walls are surrounded by a secondary wall capable of withstanding 1200 Celsius and forces of over a million newtons .The secondary wall is equipped with emergency napalm distributors, which will activate if SCP-4361 is attempting to breach containment.

SCP-4361 spends most of it's days using it's snow for different purposes. It has made a bed and a small sculpture . Despite the Foundation's attempts, the snow cannot be reduced over [REDACTED] kilograms.

Description:

SCP-4361 is a humanoid who has the measurements of an average 18-year old man from [REDACTED]. Upon further inspection however, it's face seems to be covered in a black haze that isn't see through.

SCP-4361 is wearing a [REDACTED] brand winter coat and black jeans. The hood remains in the upright position, even when it should be impossible for it to be so. The anomalous properties manifest when an entity directly looks at the black haze. The entity who has viewed SCP-4361's black haze for more than 3 seconds will lose it's own will and become SCP-4361-2. SCP-4361 will lead SCP-4361-2 into a nearby secluded spot where SCP-4361 absorbs all of SCP-4361-2's fluids into it's black haze, leaving only a [REDACTED] behind. If there aren't any secluded spots nearby, SCP-4361 will continue with the procedure.
It is assumed that SCP-4361 brings it's victims to a secluded spot to lessen exposure and the risk of being attacked.

The properties of the black haze are unknown and SCP-4361-2's whereabouts after this process remains a mystery. SCP-4361 is capable of making anomalous snow start falling from varying heights. SCP-4361 is capable of controlling the snow that it creates. The snow was measured to be around -200 Celsius, however the snow does not affect anything but the surface it touches. SCP-4361 is only capable of producing a finite amount of snow.
Test results show that when SCP-4361 has consumed an SCP-4361-2 the coldness of the snow increases and so does it's amount of snow it can manifest.

The Foundation found out about SCP-4361's existence when [REDACTED]'s
local authorities reported several victims killed by snow or ice. What caught the Foundation's attention was that the manner which the victims died was unnatural. Case and point, a construction worker had died due to his brain being incased in snow. The Foundation administered amnestics to everyone involved and used standard cover up procedures, claiming that the deaths were caused by a violent hailstorm.

The Foundation scanned a 70-km radius for any anomalous activity and found SCP-4361 consuming an SCP-4361-2 via drone. Mobile Task Force Eta-10 was dispatched to sedate the entity.
The MTF attempted to use powerful tranquilizers to render it unconscious but SCP-4361 was unaffected and became hostile. SCP-4361 proceeded to summon a large amount of snow from the sky and started to mold it into rods, attempting to pierce the members of the MTF. The MTF opened fire at SCP-4361, but the bullets got stopped by a thick wall of snow.
The MTF retreated momentarily to receive high powered flame throwers . Better equipped, the MTF reduced SCP-4361's snow by a significant amount. SCP-4361 was ambushed and was backed into a standard humanoid SCP transferring container. While SCP-4361 was being transferred, one of the MTF members got caught by SCP-4361's memetic effect. SCP-4361 attempted to extract fluids from the MTF member, but stopped when another MTF member stepped in and used his flamethrower to sedate SCP-4361.

Objective : Communication between SCP-4361 and the Foundation.
Result : Failure
Researcher Martin attempted to communicate with SCP-4361 with a loudspeaker from the control room. SCP-4361 didn't react. This went on for 10 minutes until the test was ended.

Objective : Documenting SCP-4361's capabilities
Result : SCP-4361 applied it's snow very quickly and efficiently. SCP-4361 also displayed minor psychokinesis as the liquids floated before disappearing into the black haze. SCP-4361 wasn't immediately hostile, which could be a tactic to lure the victim into a false sense of security. Further testing is required.
Note : Amount of snow increased by 5% in the next 24 hours after testing.

A D-class personnel was sent into SCP-4361's containment cell. D-9009 was instructed to approach SCP-4361. SCP-4361 remained seated on the floor, surrounded by a thin layer of snow that expanded half a meter in each direction. SCP-4361 remained docile until D-9009 stepped onto the snow. This resulted into SCP-4361 rapidly covering D-9009 in the snow. SCP-4361 proceeded to cut D-9009's head off and throw it next to the cell entrance. SCP-4361 consumed the liquids of the remaining body, but strangely left the head intact. Researcher Martin has theorised that SCP-4211 is reacting to containment, and is throwing the head as a sort of protest or threat.

Objective : Investigate the "black haze"
Result :

A D-class was sent into SCP-4361's containment cell, equipped with a special multi-lens camera. D-9898 was instructed to take pictures of SCP-4361's black haze with different lenses. D-9898 proceeded to take pictures with a heat-vision lens, night vision lens and an ultrasonic lens. None of the different lens showed anything in or behind the black haze. Test was ended, but D-9898 wouldn't comply in leaving the cell. D-9898 approached SCP-4361 despite multiple warnings and threats of immediate termination. When D-9898 reached SCP-4361's close proximity, SCP-4361 proceeded to extract the liquids of SCP-4361-2.

Video footage was reviewed.The video revealed that after D-9898 took the last picture, he looked directly at SCP-4361's black haze for a few seconds. Researcher Martin and his team reached the conclusion that prolonged direct visual contact with SCP-4361's black haze resulted losing your own will.

Objective : Extract a sample of SCP-4361's snow
Result :
Nearly 100 grams of snow was extracted. The researchers expected that SCP-4361 would control the snow. However, after going further than a kilometer from SCP-4361's vicinity, the snow stopped moving in the container. SCP-4361 seems to have a range in which he can control his snow.
The snow was sampled and found to be over -100 degrees Celsius, and having traces of human DNA.

A team of 3 MTF members with high powered flamethrowers entered SCP-4361's containment chamber with a D-class. The MTF were instructed to weaken SCP-4361 so that the D-class may collect a sample of snow. The plan worked and D-7897 took a sample of SCP-4361's snow into a small container. Extraction completed without much difficulty.

Objective : Reduce the amount of snow SCP-4361 has in it's containment cell
Result: Massive failure, leading to a containment breach.

3 MTF members were sent into the cell. The MTF opened fire at SCP-4361. SCP 4361 attempted to defend itself with its snow, but it was ultimately ineffective. The MTF fired the flamethrowers for approximately 2 minutes with the snow shrinking minimally.

One of the MTF members slipped on SCP-4361's snow, causing the flamethrower to malfunction. The pipe delivering the flammable liquid was fractured and leaking. In the momentary confusion, SCP-4361 absorbed the leaking liquid and molded it into a rod of snow.

The remaining MTF opened fire on the rod, catching it on fire.
The flaming rod pierced one of the MTF, the other one rendered unconscious. SCP-4361 absorbed the liquid of the MTF members along with the liquid in the flamethrowers. SCP-4361 proceeded to break down the the heavily reinforced door with unexpected force, leading to a containment breach.

During the breach, SCP-4361 caused heavy casualties to site [REDACTED]. SCP-4361 escaped the site and was using its snow to move away from the facility at high speeds. SCP-4361 was subdued using bomber jets which deployed a high amount of napalm bombs. SCP-4361 managed to extinguish all the fire, using nearly all of its snow. SCP-4361 proceeded to collapse, probably due to exhaustion. SCP-4361 was transferred into a temporary cell, while the new cell which had the added secondary wall with napalm distributors was constructed.

Further testing isn't allowed without permission from two members of the 05 council.
