Special Containment Procedures
SCP-4464-A and its instances of SCP-4464-B are to be kept in a temperature-controlled room, and locked in a small container with a warning label displayed on the outside clearly stating its contents. Any personnel cleared to interact with SCP-4464-A or instances of SCP-4464-B must be briefed on the nature of the objects and its effects.

Both sub-parts of SCP-4464 are to be used for research only, no personal use/s are to be permitted as of ██/██/2011.

Any research conducted upon SCP-4464-A or SCP-4464-B must be done so without any sharp/abrasive objects on the person. Further, experimentation that does include sharp/abrasive objects must be done so with the use of a Remotely Controlled Robotic Appendage (RCRA) or other autonomous mechanical device.

Under no circumstances are occurrences of SCP-4464-B allowed to exit the temperature-controlled room at any time. Exiting of the room may result in a Keter-level apocalyptic event.

Description:
SCP-4464-A is a clear plastic packet with anomalous properties. Printed in black ink on SCP-4464-A is “Perfect Balloons - For The Perfect Party!” No company name, company address or manufacture details are present on the packaging, save for a small printed “Made in China” under the title. SCP-4464-A can be opened and closed by unadhering/reapplying a strip of adhesive plastic at one end of the object.

The anomolous nature of SCP-4464-A is of a form of replication or creation of occurrences of SCP-4464-B. The method in which this is achieved currently has yet to be explained or observed. This effectively means that SCP-4464-A has an unending supply of SCP-4464-B.

Instances of SPC-4464-B are latex balloons, with an average inflated diameter of 30cm, and vary greatly in colour and design, utilising all colours of the colour spectrum. This includes less popular colours for such an item, such as brown and black. Designs are printed on with a differing coloured latex, typically white, and vary from simple shapes (i.e circles and squares) to complicated lettering and silhouettes (i.e Happy Birthday, prancing horses).

Upon removal of an instance of SCP-4464-B from SCP-4464-A, the number of instances stays the same. No source of additional occurrences of SCP-4464-B has been identified to date, nor has an explanation of how they manifest within SCP-4464-A (see above).

Inflation of any form of SCP-4464-B results in giving SCP-4464-B a floating property, regardless of gas used or inflation method utilised. Currently, research into this effect has concluded that the gas initially used to inflate SCP-4464-B stays consistent within the bounds of the object. How this results in seemingly lower density than any atmosphere it is held in is unknown.

Instances of SCP-4464-B are impervious to all known forms of damage. Any damage inflicted, and the result of such an action, instead becomes redirected to the organism, object, or force that applied the initial damage. This has resulted in 3 casualties of foundation staff, 5 casualties of D-class personnel and ██ civilian deaths over the course of the year 2011 alone.

Should any occurrence of SCP-4464-B somehow breach containment, any force of nature strong enough to damage it (i.e wind, sunlight) could potentially have its fundamental function/mechanics become heavily, dangerously, irreversibly changed.

Addendum:
The following is an audio log from an interview of a female named Kelly, 26 years old, following the events of ██/██/2009. All 14 civilians involved ranged in age from 7 to 34 years of age. All civilians involved were given amnesthics immediately following conclusion of their independent interviews.
