Interviewed: Officer ██████ of New York police precinct ████████
Interviewer: Agent Lewis
Following Incident XXXX-B, foundation personnel contacted local police officials and requested an interview with one of the officers present.

Agent Lewis: Officer ██████, thank you for agreeing to this interview.
Officer ██████: Boss told me I didn't have much choice but no problem. Is this about what happened to Billy?
Agent Lewis: Yes. We were wondering if you could give us a detailed account of what occurred in the park yesterday.
Officer ██████: Oh well, me, James and Billy were sent down to deal with this guy who apparently had already killed two people in broad daylight. Crazy how you can get away with something like that.
Agent Lewis: Were you scared at the time?
Officer ██████: I mean sure… Ain't nothing scarier that a guy with nothing to lose.
Agent Lewis: And this… man. Did he seems odd in any way to you?
Officer ██████: What? Apart from the plastic bag shit going on? Nah, he wasn't any weirder than the average hobo in this part of the city.
Agent Lewis: Where did you find him?
Officer ██████: He was just lying on a bench, asleep or something. We couldn't believe our luck. Once we got close we pulled out our guns and told him he was under arrest on two accounts of murder.
Agent Lewis: And how did he respond?
Officer ██████: I kid you not, he asked us if we had any spare change. The nerve of that guy.
Agent Lewis: I see, and what happened next?
Officer ██████: Well he seemed to be unarmed so Billy just brought out his cuffs while me and James had our guns out. At this point the man told us to go away, but well, Billy didn't listen. And why should he?
(Agent Lewis shrugs. There is a pause before Officer ██████ continues, clearly disturbed)
Officer ██████: At this point, after Billy had tried pulling the hobo to a stand, the guy told him that he was going to regret that. And Billy, god rest his soul, just lets go of him! I asked him what the hell he was doing and he just looks at me all confused.
Agent Lewis: Go on.
Officer ██████: Well we had caused quite a ruckus at this point, and so James turns to the crowd and tells everyone to move along, and they don't of course. They never do. Meanwhile me and Billy watch as the hobo pulls out a lead pipe from his bag. We yell at him to stand down and point our guns at his head, but he doesn't even seem to notice. He clocks Billy right across his jaw and the poor guy collapses to the floor.
Agent Lewis: And you didn't think to shoot the hobo?
Officer ██████: Pardon?
Agent Lewis: After he started beating your friend, you didn't try to terminate… sorry… kill him?
Officer ██████: Well. I mean I thought about it yeah.
Agent Lewis: So why didn't you?
Officer ██████: Hey, James had a gun too, he could have easily shot him. So had Billy, for that matter. Honestly Billy didn't even attempt to dodge the blows at all. He just took them screaming at us for help.
Agent Lewis: What were the bystanders doing at this time.
Officer ██████: Oh they were terrified. Didn't run though. Just watched Billy get hit. One smart alec told us that we should be helping.
Agent Lewis: And shouldn't have you been helping?
Officer ██████: (Silence)
Agent Lewis: I don't mean to criticise you, I just want to know what was going on inside your head during this incident.
Officer ██████: Yeah I get that. It's just that I'm not sure. I should have killed the bastard. But I just stood there. I stood there and I watched my buddy get beat to death. I had my gun raised the entire time but I just couldn't pull the trigger. Maybe I was waiting for James to pull his, maybe I was scared that whatever that lunatic was doing to Billy he would do to me. I don't know. And then, after he finished killing him, he just walked away. I should've followed him but I couldn't tear my eyes away from what use to be Billy. None of the others watching followed him either. In all my years I ain't never seen something like that. He got away with it, again. I hope the fellas from wherever you're from can take care of him.
Agent Lewis: We will do our best. Thank you for your time, Officer ██████.
