Special Containment Procedures: Document XXXX-05-01 is to be stored on the Foundation fileserver, available to Level 3 personnel and above. If any change in the behavior of SCP-XXXX is observed, all entries in Document XXXX-05-01 are to be rearranged. Any suspicious packages arriving at Site-19 are to be quarantined and thoroughly inspected before being disposed of. Daily inspections of the addresses listed in Document XXXX-05-01 are to be carried out by EOD-certified personnel.

Description: SCP-XXXX is a phenomenon in which packages containing explosives of various yields (Collectively referred to as SCP-XXXX-01) arrive at the listed addresses of the 05 Council. Until the current containment procedures were implemented, this resulted in ██ casualties, primarily in the Site-19 mailroom. Despite SCP-XXXX targeting members of the 05 Council specifically, no instance of SCP-XXXX-01 has come into contact with a 05 Council member.

Instances of SCP-XXXX-01 vary in size, weight, and explosive yield, but are always delivered via civilian postal services and lack a return address. Instances are not sent from a specific location, but seem to spontaneously materialize in the warehouse or delivery vehicle. 84% of instances resemble those used by various online wholesalers (such as ██████ Inc.) while the remainder appear as brown cardboard boxes with hand-written labels. Most instances contain between 0.5 and 3 kg of C-4 plastic explosive and a blasting cap rigged to detonate when the flaps of the box are unfolded. However, due to the amateur nature of the anomaly, some instances are inconsistent and vary in payload.

After research into the nature of SCP-XXXX, it was determined that the destination of SCP-XXXX-01 instances is based on internally-held residence addresses of 05 Council members, resulting in instances arriving at Site-19 addressed to the 05 Offices. To minimize risk to Site-19 staff, the registered addresses of each 05 Council member were legally and internally changed to residential addresses held by Foundation front companies, compiled in Document XXXX-05-01. Instances were then delivered to the listed addresses, instead of Site-19.

Instance: XXXX-01-14
Contents: Six cans of █████████ brand beer.
Notes: Cans were heavily shaken and possibly pressurized, and sprayed the EOD technician opening the instance.

Instance: XXXX-01-15
Contents: One (1) M67 hand grenade, loose.
Notes: Testing revealed the grenade to be disarmed.

Instance: XXXX-01-26
Contents: One (1) kg of dynamite.
Notes: Included detonator is pressure-based, and would not have ignited the dynamite.

Instance: XXXX-01-59
Contents: Six and a half (6.5) kg of glitter.
Notes: Instance failed to trip any security measures due to its non-explosive payload and was opened by an assistant. Request for amnestics denied.

Instance: XXXX-01-67
Contents: Fire
Notes: Resulted in a fireball upon opening the instance. EOD technician recieved first degree burns. Package weighed three point six (3.6) kg upon delivery.

Instance: XXXX-01-73
Contents: Ampule containing fifteen (15) mL of [DATA EXPUNGED]
Notes: [DATA EXPUNGED]. Instance incinerated.

Instance: XXXX-01-89
Contents: One (1) kg of RDX. Three (3) kilograms of iron scrap/shrapnel.
Notes: Return address present on packaging; address leads to empty lot in █████████, Wisconsin.

Instance: XXXX-01-121
Contents: Twenty-six (26) crumpled pieces of paper.
Notes: A crude image of a bomb was drawn on each piece of paper. Several were scribbled over.

Instance: XXXX-01-126
Contents: Sixteen (16) kg canister, later found to be filled with napalm
Notes: Canister detonated during defusal, resulting in three casualties and the destruction of the containment residence. Amnestics administered to ██ witnesses, and a cover story was given to local news networks blaming a gas leak.

Residences used in the containment of SCP-XXXX are available for use as safehouses for Foundation field personnel and are to be kept stocked with non-perishable food and supplies.
