Containment Protocols: Due to the size and scope of RCP-XXX, physical containment is impossible. Radio and television transmissions from RCP-XXX are to be monitored at all times, and any intercepted transmissions from RCP-XXX’s government or military immediately reported to the GC Council.
No less than 100 nuclear-armed defense satellites are to be in orbit around the Moon at all times and, should more than five go offline at any one time, missiles should be launched upon the RCP-XXX civilization without delay.
Should an undocumented RCP-XXX-A individual be found on Earth, it is to be captured and contained without delay.
Description: RCP-XXX is an advanced civilization of humanoids located upon the far side of Earth’s Moon. Autopsies of the humanoids, henceforth referred to as RCP-XXX-A, have revealed them to be a closely related subspecies of Homo sapiens (Homo sapiens luna), although the RCP-XXX civilization fervently denies such claims.
The RCP-XXX civilization refers to itself as the Lunar Kingdom, with a culture resembling that of China in its antiquity. RCP-XXX’s technology base is roughly the same as Earth’s civilizations, but is supplemented by minor reality bending powers present in most of RCP-XXX-A. Examples of such abilities include manipulation of common metals into precious ones, flight, and survival within the vacuum of space without any form of protective gear for long periods of time. Additionally, a small portion of the Moon’s far side has been terraformed via anomalous means into an Earthlike state roughly 12,000 km2 across, playing host to the majority of RCP-XXX-A individuals as well as RCP-XXX’s only major city.
The RCP-XXX civilization and the vast majority of RCP-XXX-A individuals harbor a great contempt for the humans living on Earth.
Addendum:
Addendum 2012-XXX-1: Following Incident 2012-XXX-1, a RCP-XXX-A individual by the name of Zhu Fen was detained in Orbital Site-21. Zhu Fen has since been cooperative with Authority personnel, proving instrumental in learning more about RCP-XXX’s culture and intentions for terrestrial humanity.
