Special Containment Procedures:
During a 4474 operation, 4474 is to be escorted by Foundation Areal Surveillance (F.A.S.) Taskforce 22J-Y "Lahmfada"'s 16th Tactical Fighter Squadron, "Mohbil". Members of the Mohbil squadron are to maintain a semi-circular perimeter measuring no less than 5km in radius around the left flank, right flank, and rear of the 4474 aircraft. During the duration of the operation, no harm is to come to 4474, and all foundation units participating in the operation are encouraged to offer support for 4474 should 4474-1 request it, so long as the support does not stray beyond operational constraints.
Per 4474-1's request,4474 and 4474-1 are strictly prohibited from flying within 100KM of the state of ███ ████, unless 4474's mission orders dictate that it venture into the area, or that O5 Command request that it do so. Elongated presence within the state of ███ ████ will send 4474 and 4474-1 into its "rage state".
In the event of 4474 and/or 4474-1 entering a "rage state", F.A.S 22J-Y are to be given clearance to use any and all Foundation resources allocated to their disposal to pursue 4474 back to coordinates 48°52.6′S 123°23.6′W, aka "Point Nemo", and maintain air superiority over a 750km radius surrounding the area. This procedure is to be referred to as "Dead-Cat Protocol", and must be maintained until SCP-4474 exits our dimension. Once 4474 remains absent from our dimension for at least ██ days, all F.A.S. 22J-Y units are clear to withdraw from the area, and simply maintain long range surveillance until SCP-4474 re-emerges from said coordinates. In the meantime, Class A amnesiacs are to be administered nation wide across the United States of America by any means necessary, and all international news of the incident are to be suppressed with the highest of priority.
Item Description: SCP-4474 appears to be a single-seat Mikoyan-Gurevich MiG-29 fighter aircraft of unknown variant. Said aircraft appears to be controlled by 1 pilot, Foundation designation SCP-4474-1.
Upon further analysis (permitted by 4474-1), the aircraft does appear to be highly advanced, despite having a slightly worn outer appearance. Testing of its internal mechanics and aerodynamics revealed that it is capable of thrust-vectoring, and has two engines of unknown models that are capable of producing enough thrust to reach speeds in excess of mach 3.6. However, in spite of this, the fuselage remains robust under heavy G-forces, and shows no signs of stress until speeds of mach 2.9 are reached; however, the stress remains minimal.
Further analysis of the airframe revealed that it has twelve hardpoints, including one for an auxilary fuel tank under the craft, and four under the engine intakes. 4474-1 has informed foundation staff that under certain circumstances, however the aircraft can carry up to eighteen missiles with the use of "quad-packs" that would be connected to the two innermost hardpoint on each wing. Testing with similar technology has proved this to be the case.
The aircraft's avionics are of unknown model, but highly advanced, even capable of tracking most stealth aircraft without too much struggle, and its radar is capable of tracking up to forty targets up to distances of 621 miles away. Also, despite having a rather small RCS, the craft's radar is completely resistant to jamming, and has even demonstrated the ability to track and intercept communications from AWACS aircraft. SCP-4474-1 is a humanoid entity of moderate stature, standing at 6 feet, 2 inches, usually seen in a somewhat faded standard military flight suit, the top portion of which, is covered by a black aviation jacket with shoulder patches illustrating some sort of a fighter squadron insignia. 4474-1 wears a standard fighter pilot helmet with HUD and radar targeting capabilities, as well as a pair of white gloves, when in flight.
When not wearing the helmet, 4474-1 has the appearance of a young adult African-American male with dark brown eyes, a well kept "fade" haircut, (though this is usually concealed due to 4474-1 preferring to wear a hat when not in flight) a light mustache, and a light goatee.
When not in its "rage state", or in flight, 4474-1 is generally docile, and quite cooperative with Foundation staff, though it is noted that the subject demonstrates mild annoyance at the mention of O5 Command, the United States Military, and the state of ███ ████. The reasons for this were ascertained by B-Class researchers Dr. Katheryn Ochoa and Edushaud Ageha along with their staff during interrogations held on May 14th,████ , and have been deemed to be of highly sensitive value to the Foundation; thus, by order of O5 Command, those interviews is to remain classified to all C-Class personnel and below. Class B and above personnel, and personnel granted Level-4 clearance or above may access these interviews contained in Addendum 4474-1-14MAY. All other interviews held with 4474-1, however, are available to all C-class Personnel and above, and may be accessed under Addendum 4474-1_INTERVIEWS_GENERAL.
Testing of 4474-1's skills as a pilot revealed that it possesses extraordinary capabilities when in flight, even being able to withstand up to 61 G's before experiencing any psychological, physical, and/or cognitive effects. Due to these abilities, the subject has shot down highly maneuverable test drones, and has shown capabilities of making in-flight calculations at cognitive speeds and accuracy rivaling that of an APG-71 radar. Further information on the extent of 4474-1's capabilities can be found in the testing logs under Addendum 4474-1_TEST_LOGS.
Currently available Foundation records dictate that SCP-4474 was first encountered by Foundation personnel on August 5th, 2004, though several civilian testimonials and military records of several countries tell of sightings dating back to 1991.
These interviews will be logged under Addendum 4474_A_SIGHTINGS, but when compared with Foundation intelligence, there is a common thread regarding the subject's behavior:
In situations where hostile actors are on the brink of triggering a catastrophic event, 4474 will appear, and terminate, or at the very least severely weaken said hostile actors with extreme prejudice. Afterwards, the aircraft will retreat from the area. In all instances, the aircraft seemed to be carrying ordinance perfect for carrying out the operations
What is of note, however, is that while there have been numerous situations since the first sightings of 4474 that could be categorized as "catastrophic" (even by Foundation Standards), not all of them were able to trigger an appearance by 4474. This indicates that there is a specific kind of catastrophic event that the entity exists to prevent, or at the very least, that 4474 acts upon orders of some sort.
Satellite records indicate that in all instances wherein which 4474 was active, the aircraft appears to enter into our realm via an inter-dimensional distortion or "portal" that synthesizes at an altitude of exactly 67'000 feet, at coordinates 48°52.6′S 123°23.6′W, otherwise known as "Point Nemo". The aircraft will emerge from the portal, flying downwards at speeds of mach 3 until it reduces its altitude to 30,000 feet. From that point on, the craft will head towards 4474-1's target.
It is also notable, that 4474 does not seem to hold any specific allegiances to any one organization or entity; this includes the Foundation itself. There have been several times wherein which 4474 had appeared and terminated those it had saved, or fought alongside in the past. This seems to be further evidence of 4474 and 4474-1 adhering to some form of "code" or criteria for taking action.
It is important to note however, that SCP 4474 and 4474-1 cannot exactly be contained. Though attempts to attain them in Foundation Facilities have been made, and 4474-1 has been compliant with these requests, once 4474-1 receives "orders" to "return to base" or depart on another "mission" from an unknown entity that it refers to as "HQ", 4474-1 will simply breach containment and leave with 4474. All attempts to retain them in Foundation custody have been unsuccessful. It is unknown how 4474-1 is able to receive these "orders" when he is not "piloting" 4474, though Foundation researchers assigned to analyzing him have theorized some sort of telepathic link between 4474-1 and the 4474 aircraft. More details on these studies can be found in Addendum 4474-1_BEHAVIORAL_ANALYSIS.
It is of paramount importance to keep SCP-4474 and 4474-1 away from the state of ███ ████. This is per 4474-1's request.
»Further analysis reveals that when near ███ ████, 4474-1 and 4474 will enter a highly agitated and aggressive "rage state" wherein which 4474-1's piloting abilities become extremely heightened, and the 4474 aircraft's capabilities become highly augmented as well. In this aggressive state, SCP 4474-1 will attempt to shoot down and/or bomb all nearby Foundation personnel, as well attempt to destroy the UN Headquarters in ███ ████. Regardless of success or failure in this endeavor, after a period of roughly twenty-five minutes, the 4474 aircraft will change direction to bearing 215, and attempt to reach the Pentagon in the state of Washington D.C. At this point 4474-1 will ignore any and all attempts to shot the 4474 aircraft down, and will accelerate to speeds in excess of Mach 2.8. Should 4474 reach Washington D.C., it will attempt to destroy the Pentagon.
It is noted that while in this state of aggression, the aircraft becomes highly maneuverable, and its armaments become far more powerful. All attempts to shoot down the 4474 aircraft have been unsuccessful, and the only known way to stop the rampage is to damage the craft until 4474-1's rage begins to subside. However, if left alone for long enough, SCP 4474 and 4474-1 will seemingly regenerate from all damage and injury and will reenter this agitated state. The only way to cease its aggression entirely, is to chase 4474 to the coordinates 48°52.6′S 123°23.6′W, at which the 4474 aircraft will emit a wave of some sort, that opens a spacial distortion or "portal" through which 4474 and 4474-1 will exit our realm.«
