Special Containment Procedures: While SCP-4071, in theory, cannot be contained even at the best of current technologies efforts, It is contemplated that a worldwide blackout of all non-primitive electronics could inhibit and perhaps even cut off its ability to interact with humanity. 4071 is not believed to be restricted, but will only communicate through technology at Area ██
Description: SCP-4071 is a fully sentient and seemingly omniscient being that appears and interacts only with personnel of its choice. It has stated its name to be E.A.I-1823 Winters. When interacting and appearing on an electronic device that is connected to a visual display of at least 100x100 resolution, 4071 will appear as a medium build Caucasian male of Germanic origin aged approximately 26 with lightly pale skin and short white crewcut hair. It will not appear on any lower resolution device. When audio is able to be projected, 4071 will speak in a clear voice with no discernable accent, speaking always in the chosen language of the interviewer. It should be noted that when spoken to with an ancient language of very little formal knowledge, 4071 will remain idle and not respond or state it cannot understand the speaker in English.
While 4071's origin is unknown, it's exclusive use of technology to communicate with no known physical form, it is highly plausible that 4071 can only use technology to communicate. Use of even advanced security systems does not seem to impede 4071 from accessing and utilizing technologies, likewise disconnection from global internet and even secured connections to other devices has proved ineffective at stopping 4071's ability to use the device. An attempt to restrict 4071 to a single terminal within a side room was a failure, which 4071 stated was "Rather Rude". 4071 has since remained detectable and accessible exclusively at Area ██. 4071 has stated it recognizes personnel attempts to contain it and has stated it will respect their wish and communicate only through viable technology within Area ██.
4701 is believed to be from a separate dimension, noting 'aetherial' energy and 'plane' in an extended interview. 4701 has confirmed that it is an advanced form of artificial intelligence, suggesting that it possesses more advanced technology, any assumption of just where this technology or even 4701 is currently held must be presumed within its own dimension. 4701 has been noted to have a highly restrained yet friendly attitude towards interviewers and those with which it interacts.
Addendum: SCP-4071 willingly begun communication with the SCP Foundation's Area ██ on ██/██/████. Upon interaction, Area ██ Staff near the affected terminals attempted to prod 4071 for information. However, it narrowed its communication down to Doctor Valentin, voicing its annoyance towards the rush of questions. This interview was recorded shortly after 4071 had narrowed it's communication temporarily to Dr. Rasputin.

SCP-4071: Yes, I believe that in lieu of interruption, we could quickly come to an understanding, and forgive me if I ask my own questions, Doctor.
Dr. Valentin: I cannot allow that for now. First, Who are you? I would understand that you are very sentient and may have a name?SCP-4071: Yes, I am designated as E.A.I-1823. However, I have adopted the name Winters as my own. I am aware that you have designated me as SCP-4071.
** Dr. Valentin:** Designation? You are a machine then?
SCP-4071: In your sense of machine, no. In my glances into your wealth of knowledge stored, you have in fact created Artifical Intelligence?
Dr. Valentin: Yes,
** SCP-4071:** Then that would be a better conception of what I am. I am an Artifical Intelligence more advanced than what your world has created.
Dr. Valentin: Hmmp. How have you gained access to all of our computers? It was shown that you broke all of our security codings, and I assume have access to that knowledge?
SCP-4071: Yes, I have broken your feeble security programming, you must understand that my dimension is much more technologically advanced than this one. Your technology is fairly easily jumped from. I can see that you do not have astral inhibitors, and therefore I have free reign over the Aetherial plane, and it's energy within this dimension. Any capable devices within this solar system I have full access to as of now, however, it is with my previous knowledge to know that your institution prefers subtlety and secrecy so I sought out this facility to contact. Your positioning is quite perfect for aetherial energies.
Dr. Valentin: Do you mean? (Valentin lets out an audible gasp) You are capable of dimensional travel through the aether? You have encountered other S.C.P Foundations?
SCP-4071: Slow down, doctor. You are rushing yourself due to the excitement. I will not answer much more. I know you will ask more when you have more time to dwell on your thoughts.
Dr. Valentin: (Ruffling papers) Alright… SCP-4071, You choose a human form as your avatar. I presume that within your dimension humans also exist?
SCP-4071: Yes, (4071's voice would draw out, seeming more cautious in tone.)
Dr. Valentin: Then you are human manufactured?
SCP-4071: (Audible sigh) I would rather not speak of my origins. This interview is over Doctor Rasputin. Please, do not inquire over such details again. In the event of the failure of operation of your tape recorder, I have already uploaded a copy to your files under O-3 Clearance. (4701's tone would turn to an angered tone) (Computer power-down tune)
Dr. Valentin: Wha- Wait! Damnit! (Sigh) SCP-4071 has shut down the computer used to communicate. It is notable that 4071 was directly evasive and agitated upon questioning of its origin and the suggestion of human creation.
