Special Containment Procedures: SCP-4406 is to be contained in a standard containment safe at site-██. The combination of the safe is to be known only by the current Site Director. No cellphones are allowed within a radius of 5 meters from SCP-4406.
Personnel caught trying to release SCP-4406 will receive a verbal warning. If they do not cease any attempts to release and retrieve SCP-4406, termination will be necessary.
Any cellphones in contact with SCP-4406-1 must be destroyed via protocol P-4406-PLASMA.
Agent ██████ and Agent █████ are to be dispatched for any possible occurance of SCP-4406-1 and investigate. If SCP-4406-1 is confirmed to be in contact with the suspect, then the infected cellphone should be retrieved by said agents and class B amnestics are to be given to the owner of said cellphone.
Description: SCP-4406 is a standard cellphone manufactured by █████. SCP-4406 has minor scratches on the screen and sides. The battery of SCP-4406 doesn't appear to give an electrical flux and SCP-4406 has no other method of powering. Current method of power for SCP-4406 is unknown.
The internal circuitry of SCP-4406 has no differencies than that of a standard █████ cellphone.
When SCP-4406 is powered, the range of which it can affect nearby cellphones is increased to 20 meters.
When SCP-4406 is powered the screen will display a picture of a random person. The picture seems to update once every 4 hours.
If a cellphone is introduced within 5 meters of SCP-4406 in its inactive state or 20 meters in its active state, therefore known as SCP-4406-1 from now, SCP-4406-1 will begin to ring. Attempts to answer or deny the call have failed, since when the call is on-going, SCP-4406-1 will be unresponsive to any commands. The caller will have the nickname of "Friend" and the cellphone number of the caller will be the same as SCP-4406-1. After the call has ended, SCP-4406-1 will begin to receive text messages from the unknown caller.
The text messages will intensify if left unanswered. Attempts to silence SCP-4406-1 have failed. Attempts to turn off SCP-4406-1 have failed.
If a person except the initial owner of the cellphone answers the messages, SCP-4406-1 will reply with "I'd like to talk to (Initial cellphone owner), please, it's important.". If the person insists, SCP-4406-1 will begin to repeat the same phrate and capitalize different letters until all letters are capitalized. If all letters are capitalized and the initial owner of the cellphone still did not answer SCP-4406-1, then SCP-4406-1 will begin a normal discussion with the person, recognizing him as the new owner. SCP-4406-1 will resume the conversation with the new owner as it was talking with the old owner if the phone is taken mid-conversation. The owner of the phone will be designated "the Target" and is to be monitored at all times.
