This contents of this file are not to be reproduced by any means. Personnel of L-3 T-4426-13/AE clearance are to be administered a dose of Class-A Agnosiacs1 under the supervision of Level-5 medical personnel at the earliest possible convenience following inspection of any section this file.

Updated Containment Procedures 01/12/2013: The remains of SCP-4426-A (see Termination Log 4426-A/I-C) are to be kept in an augmented Type-01A Biohazardous Waste Container, modified to include an electronic lock, designated SCP-4426-A1. SCP-4426-A1 is to be kept in a secure locker in the Low-Priority Storage and Containment Wing of Site-73. Personnel below Level-4 clearance are not authorized to view or otherwise examine the contents of SCP-4426-A1.

3 denatured samples of SCP-4426 are to be contained in the Euclid-class Biological Containment Area of the Low-Temperature Containment Wing of Site-66. Samples are to be kept in 3 separate Type-19 Transparent Aluminum Cell-Culture Dishes. The cell-culture dishes containing SCP-4426 are to be twice-sterilized by boiling in distilled water and immersion in alcohol on a bimonthly basis in order to prevent contamination of their external surfaces.

No more than 3 denatured samples of SCP-4426 are to be contained in Foundation storage at any given time. Samples are to be used exclusively for research in the development of an anti-bacterial agent capable of the complete neutralization of the bacterial strain. Testing of SCP-4426 is to be conducted under direct supervision of the HMCL Supervisor2. A quota for testing proposals, capped at 15 proposals per year, is to be strictly maintained to minimize degradation of samples. Proposals for testing are to be submitted directly to the HMCL Supervisor, and are subject to their discretion. The current rate of proposal approvals is 13.3%3.

In the event that growth of new specimens and/or variants of SCP-4426 is detected, or of unsupervised reactivations of denatured samples of the anomaly, research staff are to evacuate the testing area and are required to exercise Type-E8 Chemical, Biological, Radiological and Nuclear (CBRN) Defense Protocols, observing Class-4 Hazardous Object Containment Procedures.

Designated C-Class research personnel, along with the HMCL Supervisor, are to cooperate with personnel from Mobile Task Force β-7 ("Maz Hatters") in the subsequent decontamination procedure. Decontamination procedures will focus on minimization (if possible, outright prevention) of exposure to SCP-4426. Following evacuation and decontamination, relevant personnel are authorized to employ the Type-43A1 Emergency Incendiary Device operated by MTF β-7 to neutralize any large amounts of unrecorded samples.

In the event that specimens of SCP-4426 are found on personnel, standard Class-1 decontamination procedures are to be performed on an individual basis. Foundation-produced antibacterial soap is capable of neutralizing the bacteria.

The development of an anti-bacterial agent capable of total neutralization of SCP-4426 without the potential to cause significant collateral damage to Foundation personnel and property is currently underway. This initiative has been given Level-B3 priority.

Complete suppression of knowledge of the nature of Incident 4426/I-A has been deemed impossible. As such, current containment efforts are to focus on masquerading the full extent of the incident's impact on Provisional Containment Area-4426/A1 (PCA-4426/A1) in Times Beach, MO. Initial disinformation efforts, designated Operation KABUKI MASK (see Addendum 4426-A: "Objective Parameters for Operation KABUKI MASK"), have been deemed successful, and the status quo established by the initial campaign is to be strictly maintained until the completion of an anti-bacterial agent capable of the total neutralization of SCP-4426. Upon completion, the total decontamination of PCA-4426/A1 is to take place under the supervision of the Director of Site-73.

The production, as well as information pertaining to the production, of hexachlorophene is to be minimized according to the parameters of Operation KABUKI MASK. Hexachlorophene is to be designated a "toxic chemical". Falsified, contradictory reports pertaining to the toxicity of hexachlorophene are to be distributed to the scientific community in order to dissuade research efforts likely to discover its benign nature.

Description: SCP-4426 is the designation given to an anomalous strain of bacteria capable of secreting a mixture of 2,4-Dichlorophenoxyacetic acid (2,4-D) and 2,4,5-Trichlorophenoxyacetic acid (2,4-T) in a roughly 1 : 1 proportion by volume, as well as significant trace amounts of 2,3,7,8-Tetrachlorodibenzodioxin (TCDD). The proportions of these substances are indistinct from proportions found in the herbicide-defoliant commonly known as "Agent Orange", notably deployed by the British military against Malayan dissidents during the Malayan Emergency. Generation of the secretion takes place at an average rate of 0.900 cm3/s.

Effects of physical exposure and contact with SCP-4426 are indistinguishable from exposure to non-anomalous samples of "Agent Orange" of equal concentrations and volume. However, due to the colorless and odorless nature of the secretion as well as the slow rate of its generation, the effects of exposure to the secretion are significantly more difficult to detect. Tests conducted following the conclusion of Operation KABUKI MASK estimate 368 Foundation personnel assigned to initial recontainment units to have succumbed to the harmful effects of TCDD exposure due to contamination.

SCP-4426-A was Russell Bliss, a Class-II Humanoid Reality-Altering Entity (RAHE) and owner of the Jerry Russell Bliss Waste Oil Services, Inc., a waste oil disposal company based in Ellisville, MO. SCP-4426-A was capable of altering the molecular and atomic structures of elements it perceived through the manipulation of bacterial strains.

SCP-4426-A was responsible for the creation of a bacterial strain capable of secreting artificial substances whose synthesis by biological organisms was previously deemed impossible, namely SCP-4426. The current consensus of research staff is that SCP-4426-A's ability was limited to the manipulation of SCP-4426.

No testing was ever conducted on SCP-4426-A before its expiry in custody, mainly due to ethical concerns4.

History: From 1972 to 1973, Bliss, Inc. was responsible for the widespread distribution of TCDD on the roads of Times Beach, MO under the pretense of conducting oil-sprays to prevent dust rise in the undeveloped roads of the region. SCP-4426-A had been previously contracted by Northeastern Pharmaceutical and Chemical Company, Inc. (NEPACCO, Inc.) to dispose of waste oils, byproducts of the company's production of hexachlorophene, an anti-bacterial agent then commonly used in disinfectant products. SCP-4426-A instead utilized the waste oils to conduct oil-sprays, and subsequently exercised its anomalous ability to transmute oils on the road to TTCD. Interviews conducted after Foundation intervention suggest that SCP-4426-A had planned to profit from legal action against NEPACCO, Inc. in order to salvage Bliss, Inc. from financial ruin.
