Special Containment Procedures: SCP-4151 should be set in a hermetically sealed 2x5 foot reinforced box at all times while being stored at Site-19. Under no circumstances are any personnel to attempt to access SCP-4151 without tactile hazard protection. A Level 2 security clearance is required for Site Security and researchers assigned to investigating SCP-4151. Any personnel doing so is to be equipped with a full body hazard suit before entering containment. All personnel, regardless of clearance, are to be denied access to SCP-4151 under any circumstances. Under no circumstances is any anomaly to be exposed to SCP-4151.

Description: SCP-4151 is a small, tattered light gray dress with darker water stains, constructed from tightly woven dyed fabric. It was recovered on █-██-███ from the █████████ Flood Museum, located in █████████, ██, after Foundation personnel heard reports of an employee’s lungs spontaneously filling with water during a routine cleaning of museum artifacts. Agents imbedded in a local coroner's office reported it to Foundation personnel and MTF Pi-1 (City Slickers) was dispatched for initial containment. (See incident log 4151-A for details).

Dating reveals this dress to be from 1889, and the plaque reads that the dress was donated to the Flood Museum by descendants of Mrs. ██████, a woman who survived the █████████ Flood along with her husband and children.

Individuals who have skin contact SCP-4151 will experience their lungs filling with fluid (later testing identified the substance as freshwater). As time passes, the concentration of freshwater increases until the subject experiences pulmonary edema and severe laryngospasms. The subject, who is likely half-conscious and enervated by oxygen depletion, eventually drowns.
