Suspect Description/Capabilities

Name: Carlos Mangipane

Irregularity Cross-reference: Information, Artifact, Demonic

Physical Description:

Sex: Male	Height: 5'7	Weight/Build: 127 Medium/Larger	Race: Cacucasian	Hair: Brown	Eyes: Eyes

Capabilities: Carlos possesses total knowledge over all UIU database information, including all items and creatures we have in custody, information on all active and inactive agents, as well as secrets passes by word of mouth alone.

Purpose/Motive: Suspect has a strong desire for power and cash, having attempted on multiple occasions attempted to blackmail UIU agents with information he possesses.

Modus Operandi: Carlos was in possession of a small sphere fashioned out of Aquamarine. When placed in the mouth while sleeping, a Class-4 Demonic entity will manifest within 5 feet above him. Carlos then would ask questions to this being, and receive true answers. Carlos stated that he had to trade for information, but would not disclose information on what.

Behavior: Carlos acts very confident and assertive over online and voice only channels, but appears unsure and sheepish in person. Despite his lack of communication skills especially for someone with the information to give them the upper hand, he was a threat several times, causing mayhem in several UIU offices.

Evidence

A: Attempted Blackmail of UIU Agent Cava: On 3/21/2008, Carlos Privately messaged UIU Agent Cava and attempted to use his sexuality as leverage for access to UIU central funds. Agent Cava then publicly announced his sexuality, and reported Carlos to his superiors.

B: Successfully Blackmail of UIU Agent Garcia: On 7/02/2009, Carlos anomalously sent letters to the door of UIU agent at the time, Hannah Garcia. Hannah was an undercover agent for the group "The Society of the Atheists Partisans of Progress for the Halt of the Irrational and Religious Enemy" better known as SAPPHIRE. Hannah was able to use funds from her parent organization, and remain secret in the UIU for 4 more years, before being outed in the "Saint Francis River Raid." After losing her cover, Hannah relayed information to the UIU about Carlos.
