Special Containment Procedures:
Section I: Information and Location Containment
At this time, the majority of the population of Tollgate, Nebraska has been evacuated and relocated to other cities. Light Foundation surveillance of these individuals is in place to ensure that non-falsified memories associated with SCP-XXXX or with the city of Tollgate do not resurface. Individuals unaffiliated with the Foundation or not granted project-specific approval are to be turned away from the location of Tollgate if they are travelling there, or redirected along an appropriate route if they are passing through.
Information relating to Tollgate, Nebraska has been struck from public records. Foundation web-crawlers are to search for any references to Tollgate, Nebraska as a real place and remove them if possible. In addition, Foundation front-companies are to produce fictional media set in a falsified version of Tollgate, Nebraska. See Document-XXXX-A2 for a list of relevant media.
Standard cover story 3402-9 (“Military Testing Site”) is to be disseminated to the general populace with reference to the former location of Tollgate, Nebraska. Remaining individuals who believe that Tollgate, Nebraska exists are to be denounced as conspiracy theorists by Foundation assets within the media.
A series of zones are to be established within Tollgate. Those zones are as follows:
Green Zone:
The Green Zone is a safe area for Foundation personnel. Foundation assets assigned to SCP-XXXX are stored within the Green Zone, and various buildings within the Green Zone have been occupied and repurposed by Foundation personnel in order to ensure that a swift response can occur whenever SCP-XXXX reacts in an unpredictable manner. The Green Zone surrounds downtown Tollgate. Foundation personnel assigned to SCP-XXXX, but not to an active containment team, are instructed to remain within the Green Zone at all times.
Yellow Zone
The Yellow Zone is an active containment area for SCP-XXXX, and comprises the largest total area compared to other zones involved in the containment of SCP-XXXX. The Yellow Zone is equipped with a Scranton Array and is frequently patrolled by SCP-XXXX containment teams to ensure that SCP-XXXX remains within the Red Zone, and to maintain and repair components of the Scranton Array. Individuals encountered within the Yellow Zone are to be quarantined until their identities can be verified. Should tissue samples show evidence of non-human DNA, those individuals are to be terminated and turned over to research teams.
Red Zone
The Red Zone comprises the area of SCP-XXXX’s movement, and currently consists of approximately two blocks within downtown Tollgate. The Red Zone is subject to frequent and chaotic changes to reality, and its component area was formerly residential, though most of the structures within have been damaged or destroyed in the process of SCP-XXXX’s activity. Foundation personnel, with the exception of instances of SCP-XXXX-A, are not permitted within the Red Zone except when under direct orders to enter it. Any entities observed exiting the Red Zone by containment teams are to be terminated immediately and turned over to research teams.
Section II: Entity Containment
Due to the nature of SCP-XXXX, containment within a facility is currently not feasible. Thus, containment efforts will focus on keeping SCP-XXXX located within the Red Zone of Tollgate, Nebraska. To this end, Procedure-XXXX-Arbuckle has been enacted. Procedure-XXXX-Arbuckle was enacted based on SCP-XXXX’s possessive behavior related to a [Name], an individual that resided near SCP-XXXX’s first known location, and is intended to produce individuals resembling [Name] in order to keep SCP-XXXX localized within Tollgate, Nebraska. Procedure-XXXX-Arbuckle is as follows:

The success or failure of Procedure-XXXX-Arbuckle can be gauged based on SCP-XXXX’s vocalizations in English immediately after Step 3 of Procedure-XXXX-Arbuckle. If SCP-XXXX indicates recognition of an SCP-XXXX-A instance, the procedure is usually (in >97% of known cases) a success. Likewise, in >85.6% of cases, if SCP-XXXX indicates that it does not recognize a presumed SCP-XXXX-A instance, the procedure has failed.
Once an instance of SCP-XXXX-A expires, Procedure-XXXX-Arbuckle is to be reenacted as soon as possible.
In the event of Procedure-XXXX-Arbuckle fails or SCP-XXXX-A is terminated by SCP-XXXX, Foundation personnel are to prepare for an assault on the Yellow Zone perimeter by SCP-XXXX.
