"Why hello there"

SCP-3829 is an unknown entity apearing in random cases without a known pattern in its victims.
Recorded cases of SCP-3829 are of a torn scrap of paper appearing in a victim's pocket with the quote why hello there written in perfect black text.
After exactly 24-hours the victim will receive another note similar to the first except the note will be ragged and the text is uneven and the paper is dirty.
After 48-hours a man will appear next to the victim in a public place, the man will be dressed in a black suit, bald head and sunglasses.
This entity is referred to as SCP-3829-A.
SCP-3829-A will say "Why hello there" and sit for 30 seconds before getting up and walking around a corner to dissapear.
The victim will have 30 seconds to say reply before it leaves.
If the victim replies to SCP-3829-A in a polite manner he will smile and leave.
If the victim replies in a rude manner it will frown and leave as will it if there is no reply.
If the victim is polite to SCP-3829-A SCP-3829 will stop and nothing shall happen.
If the victim is rude or ignores SCP-3829-A the forth phase shall commence.
The fourth phase of SCP-3829 is that the victim will see the quote written everywhere until the victim is driven insane.
Such cases of SCP-3829 resulted in the victim carving the quote Into their flesh and writing such quote onto any nearby surface until the victim bleeds out and dies.

SCP-3829 was recorded by a friend of a victim by the name of [REDACTED].
A community of people researching and gathering information on SCP-3829 over the internet to prevent future cases.
This community has supplied information to the foundation as no case of SCP-3829 has happened to a SCP-personnel.
On the 2/5/20__ a member of foundation personnel discovered a case of SCP-3829 phase two in public bin near a house that had been owned by a victim of phase four.
