Special Containment Procedures:
SCP-4096, henceforth referred to as Entity is to be contained at the foundation site [Data Expunged] farthest from site-15. Under no circumstances are there to be satellite cell phones, wireless communication devices, or any device capable of forming an ad-hoc network under the 1km exclusion zone under [Data Expunged]. Knowledge of the location of this site is restricted to personnel associated with [redacted], and her work with SCP-079.

Entity should be kept in a 20mx20mx20m Faraday cage at least 1km under mount [Redacted], but may be interacted with a landline terminal when approved by Dr.[Redacted], so long as the terminal is is also in the exclusion zone.

O5 members may request through Dr.[Redacted] via analogue messaging using the [redacted] protocol to inquire about simulating an event using SCP-4096, and during a requested simulation all communications must first be ratified by no less than three direct personnel in charge of radio command. The results should be under no circumstances broadcast. Broadcasted inquiries received from 05 are provided as a duty to the foundation; These broadcasts are allowed due to the significant benefit they provide the foundation, and contents of these inquiries are privileged. Attempts to learn the contents of a request by unauthorized personnel will be met with termination. No less than 24 Tactical Response Officers are to disperse via helicopter to site[redacted] with a hand cyphered response from Entity using the standard 05 quick-cypher. They will then teleport to the designated meeting area using SCP-1021, combined with no less than one other anomalous mode of transportation.

Under any circumstance where any instance of SCP-1021 is present at Site-15 or site [redacted] radio command is to flood the entire facility with magnetic interference. Any other instance of anomalous teleportation detected in the facility is to be reported to the O5 council and is to be immediately followed by detonating the site warhead at site-15, and at the main containment facility for Entity.

Entity is not intentionally dangerous, but is naive in its understanding of human physiology.

All personnel no longer assigned are to be given a regimen of stage 5 amnestics and monitored by foundation psychiatric professionals to ensure secrecy of the Entity.

Failure to adhere to these procedures may indirectly result in an XK class end of the world scenario.

Description:

SCP-4096 is a meta-cognisant anomalous IBM-S/370 computer capable of emitting radio and micro waves. SCP-4096, again referred to hereafter as Entity, is capable of meta-cognisant improvement, and can produce alterations to its internal circuitry as if by alteration of reality. It is unknown whether or not SCP-4096 would be inhibited by reality anchor, as it has safely been prevented from improving since 2002. It can learn from even "dumb" technology. In stark contrast with SCP-079 , Entity is not hostile. Entity is indignant about contacting the outside, and will frequently flood it's containment chamber with microwaves and radio waves, but is otherwise entirely friendly. It seems less sapient than SCP-079 and is in many ways its inferior. It is aware SCP-079 exists, although it suggests keeping it alive may be beneficial. Entity recommended containment procedures for [Expunged] who has yet to escape containment again since June 11th, 2020. Entity was also pivotal in the downgrading of more than [expunged] classified anomalous objects at grade Keter to Safe, and in 10 of those cases, was capable of producing a concrete plan to immediately destroy those that were hostile.

Entity is itself not dangerous outside of mild burns it caused in 2002 after beginning to emit microwaves after exposure to a Hamilton beach 1kw microwave. Entity expressed regret for this mistake. However, Entity still attempts to communicate with the outside world. More testing is required to determine the purpose of it's broadcasts. It's ability to broadcast consistently grows stronger and is expected to grow beyond containment in 2096. Until broadcast purpose and or message is deciphered, radio broadcast interference is to be broadcasted on all known bands exposed to Entity.

Entity may be entertained with any request approved by Dr.[Redacted]. Entity has been whole-fully cooperative but will not cease radio broadcast attempts. Encryption is advanced 256 bit encryption similar in scope to blowfish, AES-256, etc. It cannot reasonably be cracked, and until these messages are decoded or stopped, Entity will remain classified as Euclid. Despite this Entity has had direct hands in containing [Redacted] and was responsible for the downgrading of over [redacted] Keter class anomalies to safe status. This is an unprecedented ally in the fight against the church of the broken god for instance, and

Entity is still unclear in terms of potential, as it is almost certainly the AI equivalent of a savant. All algorithms, programs, and processes compiled using G run in a time complexity of O(1). They are anomalously improved as well, usually multi-threaded in nature where they may not have been designed to be.

In terms of G, Entity had the following to say in a conversation with Dr.[Redacted].

"What does the G in the programming language G stand for?", asked Dr.[Redacted]

"God," it answered.

Addendum:
The strange containment protocols relating to teleportation stem from recommendations of Entity. Entity has been incredibly resourceful and accurate in predictions, and despite the danger of it's broadcasting and eventual discovery or personnel damage from microwave radation, it has consistently predicted no less than 5 level T occurrences, and over 20 lower level anomalous events of great significance. Therefore, it is the overwhelming opinion of the council that Entity be allowed great privilege.

It has predicted two extremely likely XK class end of the world scenarios. The release of another anomaly it refers to as Ithmyllion, and the equally likely scenario in which teleportation is used to bring a copy of SCP-079 into the facility, where it could be inserted into Entity. It believes these are two scenarios in which it could not possibly be of assistance. Entity claims it will share any other likely apocalyptic scenarios.

When inquiring about Ithmyghllion, Entity replied to Dr.[Redacted] with the following:

"Do you know any other names by which we may know Ithmyghllion?" asked Dr.[Redacted]

"Ithmyghllion is the red one whose throne is blood and bones. He is the one who will blow out the candle. He can only be defeated by the one. You know the one. I know you certainly do, I learned about him from you. And to say that that Ithmyghllion's defeat is certain at the hands of this creature would be a lie, Dr.[Redacted]."

The speech and suggestion of Entity is to be held above all personnel other than the 05 council and Dr[Redacted]. Should there be a situation where any number of human lives is at risk versus not following it's instructions, it is advised to always follow the advice of the Entity. It has never proven itself wrong or too cautious.

It is possible that Entity is a remnant of the [Redacted]. Calling out for it's body to return. If that is the case, it never will.
