Due to the scale of SCP-# and its reality-warping effects, MTF Omicron-3 "Wilfrid's Warriors" are to remain permanently stationed throughout the city of ████████, Ontario, Canada. Omicron-3 composed of agents experienced in Thaumaturgy, Antimemetics, and Urban Containment, and contains several members formerly involved in Project Ophiuchus.

In order to monitor SCP-# on a city-wide scale, Omicron-3 is to be embedded in all important city divisions, including the City Council, the Police Force, the local Universities, and local Religious Organizations.

SCP-# refers to the city of ████████ and surrounding area. SCP-#'s anomalous effects cover an estimated 70 square kilometres, aligning with city limits. SCP-# did not display anomalous activity until the late 2000's, wherein the onset of anomalous activity is thought to have been triggered by the completion of the construction of SCP-#-A. SCP-# has a notably disorganized street plan, with many streets being completely nonlinear, curving in several places and even intersecting with the same roads at several points.

The city was founded in 1617 AD as part of a British colonization effort. Foundation historical researchers have assembled a list of Early settlers to the community, including members of a breakaway sect of the Catholic Church, the Church of the Bethel Star. Leading the congregation was the wealthy Edmunds family, and while the Church failed to gain traction in the area due to their unorthodox beliefs, the Edmunds family remained heavily involved with city development. In 1956, Fredrik Edmunds founded Bethel Planning and Construction. Since its founding Bethel construction has held the majority of city planning and construction contracts, including the construction projects that resulted in the manifestation of SCP-#'s anomalous effects. Due to the company's associated memetic effects and involvement in the manifestation of SCP-#-A's anomalous properties, it is designated SCP-#-B. While Bethel Construction has been heavily criticized for their consistently poor work and confusing urban planning, the city council has continued to use them for most city planning projects. City council members have expressed an almost sycophantic appreciation for Bethel's work, with one member stating "I love how the buildings don't line up anymore".

SCP-#-A is a series of five roundabouts installed in 20██ by Bethel constructions on the Northern edge of the city. On paper, the purpose of the project was to "Encourage the natural flow of traffic through the city". SCP-#-A links with every major city road and is located near a major shopping center and other locations popular with residents. The nominal purpose of SCP-#-A is to ease the flow of traffic caused by the irregular street plan of SCP-#.
