Special Containment Procedures: Foundation agents embedded within NASA, CNSA, ESA, ISRO, JAXA, Roscosmos, and civilian telecommunications agencies are to cooperate and suppress any and all satellite images of former Foundation Site 249 and its exclusion zone. Any relevant images are to be replaced with doctored copies presenting the area as being heavily wooded. Mobile Task Force Zeta-4 ("Black Hole Suns") is stationed on-site and kept on standby as site security, and as emergency response staff in the event of a containment breach. The remnants of Site 249 are to be cordoned off by a series of exclusion zones, which comprise Foundation Site 257. Each of these exclusion zones is to be cordoned off by a barrier, with the perimeter patrolled by agents of MTF Zeta-4, as well as a single entry checkpoint along former Access Road 249-Alpha. These barriers are to be inspected for damage on a bi-monthly basis, and any damage is to be repaired immediately.

The "Dark Zone" is the area of anomalous effect, and is not to be entered by any personnel under any circumstances.

The "Red Zone" comprises the former compound and the area within 25 meters of the former walls, and is not to be entered without written authorization from two senior staff members with authorization Level 4-XXXX or higher.¹. Any attempts to enter without authorization are to be met with lethal force. The Red Zone barrier is a wall of layered reinforced concrete and steel, four meters thick and ten meters high. The wall is to be topped by a walkway, with guard towers providing clear line of sight every 40 meters of the wall's length. No fewer than 20 MTF agents are to be stationed on this perimeter at all times.

The "Yellow Zone" comprises the area surrounding the Red Zone out to 200 meters. Site admin for Site 257 is to be contained within this exclusion zone, including, but not limited to, staff housing, laboratories, and the 249-257 Uplink Cluster. The Yellow Zone barrier is comprised of three steel fences, each two meters apart, four meters high, and topped with concertina wire, which also covers the area between the fencing. Guard posts are to be established every fifty meters around the perimeter, and no fewer than 50 MTF agents are to patrol this perimeter at all times. Entry requires Level 3 or Level 1-XXXX authorization. Any unauthorized personnel are to be given Class B amnestics and relocated outside Site 257, or dealt with lethally as necessary.

The "Green Zone" is the final exclusion zone, and comprises the area within four kilometers of the Yellow Zone. This area is to be kept heavily forested, under the pretense of being a wildlife preserve, and is to be patrolled by no fewer than 70 MTF Zeta-4 agents undercover in the guise of park rangers at all times. In the interest of subtlety, the barrier around the green zone is to be restricted to a single steel fence topped with barbed wire, four meters tall, and any unauthorized personnel are to be given Class B Amnestics and escorted from the area. Lethal force is only authorized in the most extreme circumstances in this area.

The former network uplink line to Site 249 is to remain connected to a server cluster within the Yellow Zone², which is isolated from any and all external connections. This server cluster can only be accessed via an on-site network, and any and all electronics capable of transferring any form of data are to be scanned upon entering and leaving the Yellow Zone to ensure no data breaches containment. In addition, a Class A signal scrambler should be maintained within the boundaries of the Red Zone, and a Class C scrambler within the Yellow Zone, to prevent any transmissions from entering or leaving the area, and to disable any drone traffic in the area.

Any communications from SCP-XXXX-A are to be transcribed and archived in printed form and sent to an external, off-site archive, with the original audio archived on-site via the 249-257 Cluster, with storage added and removed for on-site archival as necessary. Under no circumstances is any data to be transmitted from this server bank anywhere but within the former Site 249 as necessary to communicate with SCP-XXXX-A, as they cannot leave the Red Zone.

Upon an occurrence of SCP-XXXX-B, the guard around the Red Zone is to be doubled until such time as it is accounted for (as an instance of SCP-XXXX-C, or confirmation of termination by SCP-XXXX-A), or four months have passed, whichever comes first.

Any and all instances of SCP-XXXX-C are to be apprehended immediately and taken to isolation within the Yellow Zone, in the case of instances of short term exposure, or terminated on-site in the case of long term exposure.³ Exceptions may be made at the discretion of Site Director B██████ R██████.

Description: SCP-XXXX is an electromagnetic anomaly centered around former Foundation Site 249, extending 127 meters in all directions from the testing wing of the site.⁴ It covers roughly 62% of the total area of the former site. Externally, it is a spherical area from which no electromagnetic radiation has been observed escaping.⁵ This effect does not extend to matter or electrical current, which can enter and leave the anomaly freely.

The radiation trapped within the anomaly cannot be observed by any biological, digital, or mechanical systems, though within the anomaly certain chemical processes can be used to observe the anomaly, albeit with limited effectiveness.⁶ Within the anomaly, organic matter, living and dead, will be [REDACTED] consistent with high-intensity bombardment with electromagnetic radiation.

Originally provided by SCP-XXXX-A, this information has been verified by Foundation exploration,⁷ and as a result, manned exploration of the Dark Zone has been suspended until further notice, and no personnel are to enter under any circumstances.

+ Level 3-XXXX-Alpha Authorization Required

SCP-XXXX-A is former Foundation Senior Researcher E█████ Blake, who was within Site-249 at the time of Incident 249-Epsilon. Records indicate the time of the incident coincides with scheduled experiments involving SCPs-████ and -████. Despite their (possibly former) nature as biological matter,⁸ they appear to be immune to the deleterious effects SCP-XXXX has on organic compounds. Their testimony⁹ has indicated their senses have been altered to accommodate navigation within the anomaly - tactile sensations are amplified, and their auditory capacity is acute enough for basic echolocation, while their sight and sense of smell have deteriorated greatly. Thus far, they have cooperated fully with Foundation staff, with few exceptions.¹⁰

SCP-XXXX-B is the designation given to any organic matter, particularly living beings, that enter or have entered SCP-XXXX, with the sole exception of SCP-XXXX-A. SCP-XXXX-B occurrences are not dangerous in and of themselves, but threaten to be, and should be avoided at all costs. Once a person or animal enters the anomaly, regardless of the brevity of their stay, they are to be considered an instance of SCP-XXXX-B, and treated accordingly. While 97% of all SCP-XXXX-B instances will degrade as expected under the effects of the anomaly, there is a small remainder that will go on to become SCP-XXXX-C instances. To date, there have been ███ confirmed instances of SCP-XXXX-B.

SCP-XXXX-C is the designation given to any instance of SCP-XXXX-B that leaves the boundaries of the Dark Zone. Instances carry risk proportional to the amount of time spent as instances of SCP-XXXX-B, and give off high quantities of electromagnetic radiation in ranges and intensities proportional to time spent within the anomaly. The radiation emanating from instances is unobservable in the same manner as SCP-XXXX proper, though unlike the primary anomaly these instances are perfectly observable through conventional means. In instances that only fall under the twelve days of short term exposure, this effect will fade with time, and instances may be safely inducted as Class E personnel if former foundation staff, or given Class A amnestics and relocated after treatment. Any instance suffering from long term exposure is exponentially less likely to recover, proportional to the amount of time spent within the Dark Zone, and is to be treated as irretrievable, terminated on-sight as necessary, and returned to the anomaly. The longest observed progression from the initiation of an instance of SCP-XXXX-B to the corresponding instance of SCP-XXXX-C has thus far been two months.
