Elevator Pitch: It is a piece of paper that supposed to be a contract for being the most powerful (omnipotent) fictional entity ever, reaching the levels of "real-world" Legality.

Central Narrative: The central narrative is that this contract will always be more powerful than any fictional character/being/thing/entity in any fictional creations. Other "Universe" crossovers are some of its main themes. The story will somewhat revolve around a guy in the "SCP multiverse" talking about the most powerful fictional characters while in the near vicinity of the contract and the contract would react to him sending him into another "dimension" to converse with the "contract."

Hook/Attention-Grabber: The SCP's "temporary" containment is the SCP multiverse itself because of its unfathomable powers.

Additional Notes: There's a lot of additional notes but I will summarize it. First, this is one of my first try at making "literary works." Second, is there the same SCP like this? And lastly, I intended this SCP to have some crossover to existing works of fiction like movies and animes so I have some concerns about legal issues. One of my plans was to connect it to "One Punch Man" i.e. the mosquito that Saitama failed to kill, but would not specifically identify it as that being and just to vaguely reference it.
