SCP-#### "Criminal Hotline"

Containment: SCP-#### is to be contained in a 8" x 8" x 8" concrete cube and only accessed with permission from 05 Command. When not in use, SCP-#### is to be kept in storage within it's containment and away from those who met the parameters to activate SCP-####.
Description: SCP-#### appears to be a black Motorola DynaTAC 8000X phone. Serial number [Redacted]. Internally and externally the device seems to be normal fitting the design of a DynaTAC 8000X phone. SCP-#### can continue function normally despite having its batteries removed or being disassembled. SCP-#### activates when a person who has committed a serious crime in their past comes within earshot of SCP-####'s ring. The exact requirements for activating SCP-#### are not completely understood, however reports seem to indicate it activates when someone who has murdered someone or caused severe harm to others through physical means. When activated by someone meeting it's criteria and answered, the person calling is an unknown man of a Italian-American accent. This person does not identify himself and ignores any attempt by test subjects to ask him. Phone calls usually proceed with the caller offering to provide whatever the person who answer wants, as long as they provide something in return. Callers have made requests from anything from food, to meeting people. Test subjects are forbidden to request "escaping the facility" (see Addendum A) or anything wide spread like extermination, or anything of the kind. Requests are usually fulfilled within 12 hours of the call. No matter the extreme of the request. When test subjects request something like food, it somehow appears in their cell by unknown means, with video feeds failing at the precise moment the food appears. When subjects request to meet a person, within the same time frame, the person manages to locate the subject regardless of the facilities security or knowledge of knowing where the subject is located. These people when queried typical respond stating that they "wondered" into the facility and have no memory of why or how. Those who answer the phone and are not the intended subject, the person answering will find that the call will abruptly end with no response from the other end of the line. When not activated, SCP-#### functions as a normal phone (but cannot connect to modern telephone networks).
In return for the test subject's requests, the caller will demand something along the lines of either a person, a sacrifice, or physical self-mutilation in some way. If the subject fails to provide the request within 12 hours, then there is no effect. If the test subject offers a person they know (offering people the test subject does not know, results in the caller rejecting the offer) results in them mysteriously vanishing. SCP-#### generally only accepts people that are close to the test subject, whether they be family members, significant others, or those who the subject has closely bonded with. The requirement for appeasing the callers' demands varies depending on the subject's request, however patterns indicate that the larger the request, the more personal the person must be. If the caller requests a sacrifice, the standard is the same as before, with the caller only accepting the deaths of those the test subject know and requiring more personal losses for greater requests, with the same being for the self-mutilation, with more blood being required for larger requests. Self mutilation being the only means for test subjects to appease the caller's demands while the test subjects remain in captivity. Although even if the test subject is free and able to do so themselves and don't kill someone as per the caller's demands, the person will still be found mysteriously dead nonetheless.
Once used by a test subject, even if they return later, SCP-#### will not activate again. It only appears to activate once per person.(edited)
Addendum A:
Test subjects are from hereafter to be scripted in their conversations when using SCP-####, failure to do so, will result in the test subject being restrained. This is after 2 conversations occurred where the test subjects requested "escaping the facility". The first request having been successfully granted as the facility experienced a site wide containment breach 12 hours later allowing the test subject to escape. That particular test subject was found 14 hours after the containment breach dead of unknown causes. The second time a test subject requested that, guards returning the test subject to his cell failed to close his cell door in a moment of "forgetfulness". While the subject managed to avoid security cameras as guards "didn't notice the orange suit", and all major security gates coincidentally were opened at the time allowing for the test subject to escape. His whereabouts as of this time are unknown.
