Title: Establishment of the Host-Parasite Phenomena Department

The Foundation is formally authorizing the Host-Parasite Phenomena Department (HPP) in response to the emerging pattern of non-conventional entities demonstrating direct habitation of human hosts.

Unlike standard biohazards, cognit hazards, or memetic constructs, these phenomena:

  • Manifest fully through living hosts.
  • Display minimal or no outward physical indicators.
  • Often appear as psychiatric or linguistic anomalies before containment.
  • Do not oppose risk to the host's life fully or have potential to oppose risk to the host's life under specific conditions.

To date, three verified SCP entities have confirmed the need for centralized handling. Strong evidence has been presented by Dr.Yoon (who is to be appointed as the head of HPP), this number will rise with the department's further probing.

Incidents have so far originated and expected to originate in the future through:

* Self-submission: Individuals presenting themselves after recognizing involuntary thoughts, speech, or memories that are clearly foreign.
* Clinical referral: Therapists and medical staff reporting patients with consistent, non-explainable "co-inhabitant" behaviours.
* Cross-department flagging: Psychological Operations or Memetics identifying low-level psychic or cognitive infiltration.

Department Mandate

HPP is tasked with:

  • Creating standardized screening and intake protocols for self-reporting hosts and referrals.
  • Coordinating with relevant departments to asses overlap cases.
  • Researching new containment methods that prioritize host safety when feasible.
  • Managing long-term monitoring and ethical oversight for human cohabitation scenarios.

First Steps

  • Initial team will include specialists seconded from Memetics, Site Psychiatry and Cognitive Hazard Research.
  • A dedicated secure wing for intake and observation is under construction at Site-███.
  • Public facing cover programs to discreetly route suspicious cases from civilian medical systems are in early planning.

Potential Personnel Note:

Staff assigned to HPP must demonstrate high cognitive resilience, empathy and strict adherence to new Lexical Hygiene and Behavioural Integrity guidelines.
