Subsequent to the worldwide surge in anomalous phenomena observed on 02/07/24, SCP-XXXX has been classified mid-priority for individual containment and is instead contained under Anomalous Persons Agreement subsection 17, a subset of standardized containment procedures used for humanoid anomalies. An excerpt from the Foundation Outsourced Containment Division Handbook summarizing APA-17 is listed below for convenience.

APA-17 is a standardized containment procedure typically used for docile, low-threat humanoid entities capable of living with minimal assistance and/or containment.

Using APA-17 as a guideline, qualified containment specialists may decide to allow the anomaly to live alone under minimal supervision, considerably decreasing the load on Foundation sites and employees while giving the Anomaly greater freedom, assisting with long-term containment.

SCP-XXXX's APA-17 contract is as follows;

  • SCP-XXXX is to remain unemployed; however, they are allotted an allowance of one thousand dollars each month.
  • SCP-XXXX is allowed monitored contact with the outside world on Wednesdays, Thursdays, Fridays, and Sundays.
  • SCP-XXXX's residency and groceries are to be provided for by the Foundation through a delivery service.
  • SCP-XXXX is allowed access to ScIPnet to communicate with researchers, containment specialists, and other low-threat anomalous humanoids living under APA-17.
  • Renegotiation of APA-17 is to be made available upon request.

Description: SCP-XXXX is a humanoid male of approximately thirty six years of age. SCP-XXXX has the ability to create and expel Polyvinyl Acetate1 from their hands at a moderate velocity and volume.

SCP-XXXX claims that their anomalous effects were granted to them after they fell in a "Vat of Radioactive Glue." Although the story cannot be traced to a specific date or location, SCP-XXXX does emit a nominal amount of radiation at all times, and displays some signs and symptoms of acute radiation poisoning. SCP-XXXX's bone marrow structure is currently degrading at a moderate severe rate.

Due to the Foundation's lack of resources, SCP-XXXX's status as a low-priority anomaly means that it will not receive treatment, anomalous or otherwise, from the SCP Foundation. SCP-XXXX is estimated to live for another two years before succumbing to loss of bone structure, as well as a moderately sized tumor within its' brain.

Addendum 1: Following three years under APA-17, SCP-XXXX began to attempt to breach the APA-17 contract by leaving designated travel zones, as well as to leave their domicile without recording their departure and requesting a monitoring agent. The following transcript is an excerpt from an interview following the first of these attempts to escape.

SCP-XXXX: I stopped a mugging, doctor.

████████: …what?

SCP-XXXX: Yeah. I glued him to a wall and called the police. Your guys came in and handled it afterwards. Gave me a pat on the back and a sandwich before they sent me back home.

████████: I- I'm afraid I haven't had the time to look over the detailed incident report. You endangered yourself and the secrecy of our organization - do you not realize how serious an infraction this is? You could get your rights to leaving your apartment at all revoked!

SCP-XXXX: So what? If I'm going to rot in an apartment for another forty years, I might as well do something with my life.

████████: You're not - you can't do this.

SCP-XXXX: I can't do this? Watch me. You guys supposedly have hundreds of facilities across the globe, magic artifacts that can do anything, limitless funding - but you can't afford to put me in a cell? I'm going to do whatever the hell I want.

████████: …I'm going to consult with my supervisor over this. Go home, SCP-XXXX.

SCP-XXXX: My name's ████.

Closing Statement: SCP-XXXX remained contained for a period of six months, before attempting to breach containment again. SCP-XXXX had used the six months to create a makeshift costume, made up of a blue cowl and a utility belt with multiple different types of glue.
