Special Containment Procedures: SCP-8649 is to be contained within a secure locker in Site-99. No personnel are to be allowed contact with SCP-8649 without written authorization from at least two Level 4 personnel or one Level 5 personnel.

After Incident 8649-770, personnel assigned to SCP-8649 must undergo strict psychological evaluation bi-monthly, and must score at least 72 points on the Milgram Obedience Examination. Additionally, personnel assigned to SCP-8649 are to be screened for any history of dissent against the Foundation and its directives before assignment.

Information on Operation 8649-OTC is restricted to the O5 Council.

Description: SCP-8649 is a handheld magnetic compass with features and markings typical of an ordinary compass. While inactive, SCP-8649 functions identically to a mundane retail compass. By default, SCP-8649 points to the Earth's magnetic north pole.1

The anomalous properties of SCP-8649 manifest when a selected human target (designated “SCP-8649-1”) is determined. When SCP-8649-1’s full legal name and photograph are presented to SCP-8649, by laying SCP-8649 atop SCP-8649-1’s information, SCP-8649 enters its active state. The needle of SCP-8649 will rotate in the direction of SCP-8649-1 as if magnetically attracted to the target. Following this heading directly will lead one to SCP-8649-1. SCP-8649 will rotate and update its heading if SCP-8649-1 moves or changes location.2

When SCP-8649 is brought within 1 meter of SCP-8649-1, SCP-8649-1 will always experience an immediately lethal organ failure, typically sudden cerebral hemorrhage or cardiac failure. Autopsies performed on deceased SCP-8649-1 instances consistently reveal that the subject appears to have died of natural causes, and no signs of anomalous influence are detected in cadavers. As a result, the method by which SCP-8649 induces lethal symptoms in SCP-8649-1 instances is poorly understood.

SCP-8649 will deactivate approximately 72 hours after activation, or after SCP-8649-1’s death, and will return to baseline behavior.

Addendum 8649.1: Discovery

SCP-8649 was discovered in New York, New York in 1990, following reports of a series of sudden and inexplicable deaths by cerebral hemorrhage among individuals known to be associated with the Foundation and other prominent Groups of Interest. Local authorities initially suspected possible foul play, prompting a criminal investigation leading to the Foundation's involvement. It was at this point that SCP-8649 was seized by the Foundation and classified as an anomalous item, transporting the object to Site-99 where it is currently contained.

Addendum 8694.2: Testing Logs

Test Subject:  Dr. Thompson, Level 4 Senior Researcher, expressed strong dissenting views regarding containment policy during recent board meetings with Site Command. Male, age 32.
Procedure: SCP-8649 presented with photograph and name of Dr. Thompson, and immediately introduced within 100 cm of Dr. Thompson.
Results: Success. Dr. Thompson expired 2.3 seconds after SCP-8649 was introduced. Cause of death confirmed as cardiac arrest, consistent with SCP-8649’s effects.

Test Subject: Edgar Lawrence, high-ranking member of the Serpent’s Hand, and known critic of Foundation practices regarding the containment of anomalies. Male, age unknown.
Procedure: Foundation Special Operatives dispatched with authorization to use SCP-8649 to locate and terminate Edgar Lawrence.
Results: Success. Lawrence was located in his home in Manitoba. He was confronted by Special Operatives, and rapidly died of a stroke when Operatives approached within 1 meter, consistent with SCP-8649’s effects.

Testing of SCP-8649 is to continue under oversight from O5 Command.
